Two decades of building and operating Taiwan’s most critical infrastructure for renewable resources.
For over 20 years, Forest Water Environmental has been a leader in Taiwan’s sustainability development. From Taiwan’s first wastewater BOT project to the nation’s first biomass energy facility, we partner with government and industry to build a resilient and resourceful future.
For two decades, we’ve partnered with Taiwan’s government agencies and industries to drive development while safeguarding our communities and environment. These numbers reflect our impact across society, sustainability, and economic growth.
by processing 830,000 CMD (m3/day) of municipal wastewater.
equivalent to the yearly carbon capture of 250,000 trees.
by supplying 40.5 million tons of high-grade industrial water each year.
We leverage decades of operational expertise and technical innovation
to deliver solutions that tackle the most complex environmental challenges.
Wastewater purification, industrial water reclamation, and desalination—from design, construciton through long-term operation.
Converting organic waste into biogas and renewable power for domestic and industrial applications.
Transforming bottom slag and industrial byproducts into secondary raw materials.
Each project demonstrates our ability and commitment to tackle new challenges.

Project Type: Design-Build-Operate (DBO)
Treatment Capacity: 87,000 CMD design capacity for wastewater treatment. Phase I operational: 29,000 CMD wastewater treatment. Reclaimed water supply: 8,000 CMD (2022) expanded to 15,500 CMD (2024)
Service Period: 2022-2037
Client: Tainan City Water Resources Bureau
Project Overview:
Facing intensifying water scarcity and climate challenges in southern Taiwan, the Yongkang Water Reclamation Center represents a transformative solution for sustainable water management. As Taiwan’s first facility dedicated to supplying reclaimed water to high-tech industries, we’ve created a reliable secondary water source that reduces competition between industrial and residential water needs.
Pioneering Water Reuse: Every Drop Counts Twice
Our facility transforms municipal wastewater into industrial-grade reclaimed water, establishing a sustainable water cycle that serves both environmental protection and economic development.
Award-Winning Operational Excellence
Advanced Treatment Integration
Our multi-barrier treatment system combines A²O+MBR, single-pass two-stage RO, and advanced phosphorus removal to consistently exceed reclaimed water standards (BOD≤20 mg/L, SS≤20 mg/L, TN≤15 mg/L, TP≤2.0 mg/L), while maintaining environmental discharge requirements.
Project Type: Build-Operate-Transfer (BOT) for Kaohsiung Nanzi Wastewater System
Treatment Capacity: 75,000 CMD average daily treatment
Service Period: 2006-2041
Client: Kaohsiung City Water Resources Bureau
Project Overview:
Green Mountain Forest Development Corporation pioneered Taiwan’s first wastewater BOT project, investing NT$5 billion to build and operate the Nanzi Wastewater Treatment Plant and comprehensive sewer network. The system serves 5,200 hectares across Nanzi District, Kezailiao, Zuoying Military District, Dashe, and Renwu, processing 75,000 CMD of wastewater.
Environmental Education Leadership
Strategically located adjacent to Yuanzhonggang Wetland, our green-certified facility became the “Nanzi Water Environmental Education Center” in July 2023. Through partnership with the Taiwan Wetland Protection League, we’ve created a platform for environmental education that connects water treatment technology with ecosystem preservation, fostering community understanding of sustainable water management.
Building Water-Smart Communities
Beyond treatment operations, we’re cultivating environmental stewardship through education programs, wetland conservation initiatives, and community engagement—demonstrating how infrastructure can enhance both urban development and ecological health.

Project Type: Anaerobic Digestion / Renewable Energy Generation
Processing Capacity: 30,000 tons food waste annually / 3 million kWh green electricity
Service Period: 2017-2042
Client: Taichung City Environmental Protection Bureau
Project Overview:
Through a ROT partnership with Taichung City Government, Heshan Forest Green Energy transformed the Waipu facility into Taiwan’s pioneering food waste-to-energy plant. Our anaerobic digestion system converts organic waste into biogas for electricity generation, while digestate byproducts support agricultural applications—exemplifying circular economy principles in action.
Six Years of Proven Performance:
Recognition & Impact:
From Waste to Resource
Our facility demonstrates how innovative technology transforms environmental challenges into renewable energy opportunities. By converting food waste into clean energy and agricultural resources, we’re closing the loop on organic waste while contributing to Taiwan’s renewable energy targets.
Educational Hub for Sustainability
Beyond operations, the facility serves as a living laboratory for circular economy education, inspiring communities to reimagine waste as a valuable resource.
